GEN 1.5  Aircraft instruments, equipment and flight documents

1.   General

1.1   Introduction
1.1.1  In addition to the minimum equipment necessary for the issuance of a certificate of airworthiness, the instruments, equipment and flight documents prescribed in ICAO Annex 6, Part I and II, Chapter 6 and 7, Part III, Chapter 4 and 5 shall be installed or carried, as appropriate, in aeroplanes/helicopters according to the aeroplane/helicopter used and to the circumstances under which the flight is to be conducted.
1.1.2  The prescribed instruments and equipment, including their installation, shall be approved or accepted by the State of Registry.

3.   Equipment to be carried

3.1   Communication and navigation equipment
3.1.1  All aircraft operating within the Tirana FIR shall be equipped with standard radio communication, navigation and approach aid equipment.
3.1.2  All required radio navigation equipment must be Frequency Modulation (FM) immune. ICAO requirements for receiver FM immunity from the adjacent sound broadcast band are defined in ICAO Annex 10, Volume I and Volume III.
3.2   RVSM
3.2.1  Only RVSM-approved aircraft and non-RVSM-approved State aircraft shall be permitted to operate in the RVSM airspace within the Tirana FIR, as described in ENR 2.1.
3.2.2  RVSM-approved aircraft are those aircraft for which the operator has obtained an RVSM approval from the State in which the operator is based, or from the State in which the aircraft is registered.
3.2.3  The area of applicability, operational procedures and specific flight planning requirements for the EUR RVSM airspace are published in the ICAO EUR Regional Supplementary Procedures (Doc 7030/5 - EUR).

3.3   RNAV equipment
3.3.1  All aircraft, other than State aircraft, operating under IFR within the Tirana FIR above FL 115 shall be equipped with, as a minimum, RNAV equipment meeting RNAV 5 (B-RNAV) in accordance with the requirements set out in ICAO Doc 7030 - Regional Supplementary Procedures (EUR).
3.3.2  Conformance to the navigation requirement shall be verified by the State of Registry or the State of the Operator, as appropriate.

3.3.3  All aircraft operating on RNAV segments of arrival and departure routes within the Tirana TMA shall be equipped with RNAV equipment meeting RNAV 1 in accordance with the requirements set out in ICAO Doc 7030 - Regional Supplementary Procedures (EUR).
3.3.4  Conformance to the navigation requirement shall be verified by the State of Registry or the State of the Operator, as appropriate.

3.4   Carriage of SSR transponders
3.4.1  All aircraft operating within the Tirana FIR above FL 100 and within or into the Tirana TMA and Tirana CTR shall carry SSR transponder equipment having Mode A with 4096 code capability and Mode C altitude reporting.
3.4.2  Exemptions from the requirement for Mode A and Mode C with altitude reporting will not normally be issued. However, if it is considered that exceptional circumstances exist, an application must be made to the Civil Aviation Authority. Applications should state details of the inability to meet the requirement, including aircraft type, registration and, where applicable, the forecast date by which installation of equipment will be complete.
3.5   Carriage of ACAS II
3.5.1  ACAS II shall be carried and operated within the Tirana FIR by all turbine-engined aeroplanes having a maximum certified take-off exceeding 5 700 kg or authorised to carry more than 19 passengers.
3.5.2  An airborne collision avoidance system shall operate in accordance with the relevant provisions of ICAO Annex 10, Volume IV.
3.6   Carriage of 8.33 kHz channel spacing capable radio equipment
3.6.1  All aircraft operating within the Tirana FIR above FL 195 shall be equipped with 8.33 kHz channel spacing capable radio equipment.
3.6.2  UHF-equipped State aircraft not equipped with 8.33 kHz channel spacing capable radio equipment will be allowed to operate in the airspace designated for 8.33 kHz channel spacing operations. Where UHF is not available, State aircraft not equipped with 8.33 kHz channel spacing capable radio equipment shall be excluded from 8.33 kHz airspace.
3.6.3  Handling of State aircraft exempted from the carriage of 8.33 kHz channel spacing capable radio equipment will be made on a tactical basis through the provision of an alternative UHF channel, the details of which will be given at time of use.
